Rebecca Em Campbell is a Washingtonian with unalienable rights granted by the Creator. She comes before the court unrepresented. She has never knowingly, willingly and/or intentionally waived or assigned any of her unalienable rights. Any presumptions to the contrary are hereby rebutted. 2. The Declaration of Rights of the Washington State Constitution clearly states: ARTICLE I
DECLARATION OF RIGHTS
SECTION 1. POLITICAL POWER. All political power is inherent in the people, and governments derive their just powers from the consent of the governed, and are established to protect and maintain individual rights.
SECTION 2. SUPREME LAW OF THE LAND. The Constitution of the United States is the supreme law of the land.
SECTION 3. PERSONAL RIGHTS. No person shall be deprived of life, liberty, or property, without due process of law.
SECTION 4. RIGHT OF PETITION AND ASSEMBLAGE. The right of petition and of the people peaceably to assemble for the common good shall never be abridged.
SECTION 7. INVASION OF PRIVATE AFFAIRS OR HOME PROHIBITED. No person shall be disturbed in his private affairs, or his home invaded, without authority of law.
SECTION 8. IRREVOCABLE PRIVILEGE, FRANCHISE OR IMMUNITY PROHIBITED. No law granting irrevocably any privilege, franchise or immunity, shall be passed by the legislature. SECTION 13. HABEAS CORPUS. The privilege of the writ of habeas corpus shall not be suspended, unless in case of rebellion or invasion the public safety requires it.
SECTION 14. EXCESSIVE BAIL, FINES AND PUNISHMENTS. Excessive bail shall not be required, excessive fines imposed, nor cruel punishment inflicted. SECTION 18. MILITARY POWER, LIMITATION OF. The military shall be in strict subordination to the civil power. SECTION 27. TREASON, DEFINED, ETC. Treason against the state shall consist only in levying war against the state, or adhering to its enemies, or in giving them aid and comfort. No person shall be convicted of treason unless on the testimony of two witnesses to the same overt act, or confession in open court. CLAIM OF POSSIBLE INJURY Whereas much evidence shows there presently exists an international corporate criminal syndicate that, in violation of the RICO Act (18 USC sec 1961-1969), is intent upon embarking upon a cascading event of genocide within the United States, most likely in Autumn 2009/Winter 2010, using as their weapon an enforced program of toxic vaccines on the pretext of a pandemic, and purchased by the US government from five major transnational pharmaceutical corporations, including Novartis, GlaxoSmithKline and Baxter, in order to profit from the above; Whereas premeditated genocide via the enforced administration of toxic vaccinations, classified as bioweapons by the US government's own regulations, to the people of the United States after a deliberate release of a virus to spark a pandemic could immensely profit vaccine purveyors and their institutional owners; Whereas, on June 11, 2009, the World Health Organization (WHO) of the United Nations (UN) declared -- without adequate scientific evidence, resulting in much criticism from experts -- a worldwide 'Level 6 Pandemic,' so triggering laws that allow US troops, law enforcement and health services in the US to be under the control of WHO and UN. According to the International Health Regulations of 2005, which have been incorporated into legislation also in the International Partnership on Avian Influenza of 2005, as well as numerous US presidential directives, the WHO and the UN become the controlling agencies of the US in the event of a declared Level 6 Pandemic, and are entitled to control of this country under martial law, with obvious implications for all of the above, under the pretext of fighting a pandemic emergency.
Refusing a WHO-mandated vaccination has by these and other laws, such as the Model State Emergency Health Powers Act, been criminalized; police can therefore use deadly force against "criminal suspects" refusing these vaccines;
Whereas, immediately following the abovementioned announcement by the WHO in July, all signatories of the International Health regulations, including the US, are obliged to give mass vaccinations and prepare for other measures such as quarantines, as/when mandated by the WHO; Whereas the United States government has begun preparing, planning for mass forced vaccination, detainment and quarantine of American citizens; the United States may then be controlled via various international agreements and executive orders by the United Nations (UN)/World Health Organization (WHO), now in turn controlled by the abovementioned international corporate criminal syndicate; Whereas there exists evidence from a WHO Memo dated from 1972, in which the WHO describes a method for using injections/vaccines to kill those injected in three steps: first, by weakening the immune system; second, by injecting a huge dose of virus into the body, which the weakened immune system cannot fight; and third, by injecting an adjuvant that triggers a massive an inflammatory reaction with an ensuing cytokine storm; Whereas there is evidence that the H1N1 influenza vaccines mandated by the WHO follow that same three-step process outlined in the aforementioned WHO memos, and so intentionally cause damage and death; Whereas there is evidence that the WHO is systematically concealing evidence of the deadliness of these vaccines, classified as bioweapons by US and EU regulators, in an act of fraudulent misrepresentation, to induce the populations of these countries to take said vaccines of their own free will, even while putting in place measures to make these vaccinations mandatory; Whereas there is evidence that the WHO was involved in nearly triggering a pandemic this past winter in Austria, by supplying Baxter's Austrian subsidiary with a H1N1 virus that Baxter then used to contaminate 72 kilos of vaccine material; Whereas, in the February 2009, Baxter's Austrian biomedical laboratories in Orth an der Donau manufactured and distributed 72 kilos of vaccine material contaminated with a H1N1 virus, to 16 laboratories in four countries, including Austria, thereby nearly triggering a pandemic, according to The Times of India; The contaminated vaccine material consisted of a mixture of a seasonal H3N2 human influenza virus and the deadly H5N1 virus. By adding a virus of the type H5N1 to an ordinary flu virus of the type H3N2, Baxter produced a highly dangerous bioweapon. A staff member of a subcontracted laboratory in the Czech Republic discovered this lethal contamination, when all animals they tested died from this vaccine, and the contamination was reported to health authorities. Since Baxter is obliged to use BSL 3 (Biosafety Level 3) precautions in its laboratories when handling the H1N1 virus (classified as a biological agent, BSL3 or 4 under EU regulations), such safeguards are in place as would make accidental contamination of ordinary influenza material with the dangerous H1N1 virus impossible. In other words, this deadly contamination and distribution was almost certainly due to criminal intent. Thirty-six people had to be preventatively hospitalized in Austria and the Czech Republic because of their exposure to this vaccine-based contamination, underlining the danger of a pandemic; This incident, that very nearly killed millions, was investigated by WHO, EU and Austrian health authorities only perfunctorily. This incident was neither investigated nor reported upon by any of the mainstream media corporations controlled by the aforementioned international bank-based corporate criminal syndicate, which, via institutional investment firms such as Goldman Sachs, also owns Baxter International. It was later revealed in Austrian parliamentary questioning of Baxter executives that this incident had been handled, not as a serious violation of biosecurity regulations as mandated by law, but as a minor offense against the Austrian veterinary code: a veterinarian was sent to the Austrian Baxter laboratory for a brief inspection together, with a representative from the department for human medicine. No action appears to have been taken, other than recommendations to tighten Austrian veterinary laws; Whereas on April 28, 2009, a shipment of said deadly virus from a WHO/Baxter-affiliated laboratory in Mexico was released from a suspiciously atypical hazardous biomaterials container, allegedly by accident, on an intercity train bound for Geneva, Switzerland, exposing sixty-one passengers to infection. To date, there has been no credible forensic investigation of this incident by the UN/WHO or Swiss/EU officials, and none of those exposed in this alleged bioaccident were ever properly treated for their exposure to this virus; Whereas, further evidencing criminal intent: in 2006 Baxter distributed hemophiliac blood components that were contaminated with HIV virus and administered to tens of thousands of people, including thousands of children in Europe. Baxter continued to release the HIV-contaminated vaccine, even after this contamination was known; Yet Baxter International is a key vaccine contractor now being used by the United States government in their current purchase of vaccines that it by executive order has mandated for the American people. It would therefore appear that officials of the Swiss health ministry and other officials of the UN, WHO, EU, US, Austria, Switzerland and/or Baxter International should also be interrogated concerning this matter by a grand jury; this has thus far not occurred; Whereas, in spite of the scientific evidence that adjuvants are dangerous, the WHO is specifically recommending the production and use of vaccines containing oil-based adjuvants in the planned mass vaccination campaign starting in September In a briefing note of July 13, 2009, the WHO stated: "In view of the anticipated limited vaccine availability at global level and the potential need to protect against "drifted" strains of virus, SAGE recommended that promoting production and use of vaccines such as those that are formulated with oil-in-water adjuvants and live attenuated influenza vaccines was important."
Adjuvants are added to vaccines to make them more "effective" and to reduce the amount of vaccine required per dose. This is induced by causing the immune system to react in a powerful, unnatural and potentially dangerous way to the presence of the virus being vaccinated against.
An adjuvant added to a high dose of virus can cause a massive inflammatory reaction with a cytokine storm, followed by death.
Squalene, an oil-in-water adjuvant, is scientifically proven to be among the worst of the worst in terms of immune adjuvants, and is not approved by the FDA, yet it will be part of the H1N1 vaccines Americans may be forced to take under the direction of the WHO. Squalene has already been implicated as one of the primary causes of Gulf War Syndrome, already afflicting many thousands of US military veterans; Whereas in clinical trials for the H1N1 vaccine that are currently underway, the NIAID/CDC is testing only vaccines without adjuvants, even though clinical trials are supposedly done to give an accurate picture of the vaccine that will be administered, not the exceptional case;
Whereas these H1N1 vaccines will be developed, "tested," and shipped for mass distribution in a matter of weeks without adequate trials for safety; Whereas transnational vaccine manufacturers are present as observers on key vaccine advisory boards of the WHO that can formally recommend vaccinations; Whereas said vaccine manufacturers are set to make huge profits from the sale of vaccines mandated by the WHO; Whereas the WHO refused to release minutes of a key meeting on July 7, 2009, when its "vaccine advisory board" -- packed with transnational pharmaceutical corporation executives as observers -- recommended to WHO that it order enforced vaccinations around the world using their vaccines, ensuring them vast profits. Whereas the institutional investors and banks behind the WHO and these vaccine manufacturers are set to reap huge profits from the mass murder of Americans in terms of property and financial assets acquired;
Whereas Baxter patented a vaccine for the allegedly new "H1N1" virus in 2008;
Whereas the WHO has made a unilateral declaration of pandemic level 6 on the basis of a relatively harmless H1 N1 influenza, manipulating data, and so misusing a provision designed for a deadly plague, in order to declare a pandemic level 6 and acquire new emergency powers throughout the globe. Cases of H1N1 influenza have been relatively mild, requiring little or no medical intervention, and deaths from the H1N1 virus remain extremely low, at less than one half of one percent of reported cases as of July 6, 2009. There is no sign of the virus mutating to become more deadly, according to leading medical experts in France and Switzerland, Sweden and other countries.
Rapid tests have been shown to diagnose the H1N1 virus has been inaccurate nine times out of ten, casting doubt on the allegedly swift spread of this disease.
H1N1 has symptoms virtually indistinguishable from normal flu, and has never so far been isolated in a lab;
Whereas the WHO altered its official definition of pandemic in 2003, being guilty thereby of manipulating data. According to WHO's present definition, a declaration of pandemic can be constantly maintained. In fact, every year since 1918 would have been Pandemic Level 6 under the WHO's latest definition.
WHO also changed this definition again this spring, so as to be able to declare a pandemic based on the alleged spread of a disease, rather than based on its lethality as had been the case before, while discontinuing the use of accurate reporting standards for its incidence;
Whereas there is scientific evidence the Spanish Flu Pandemic was started by mass vaccinations of soldiers in 1918-1919;
Whereas a 1976 mass "swine flu" vaccination campaign in the USA had to be abandoned because more people died from the vaccines than the "swine flu" itself; Whereas a recent WHO polio vaccination campaign in Nigeria has resulted in infection and a mutated polio virus crippling hundreds of Nigerians; Whereas, a criminal case has been filed against Baxter International over the 72 kilos of contaminated biomaterial with the city state prosecutor in Vienna, Austria, resulting in a police investigation, and criminal charges filed with the FBI in the US concerning the role of Baxter, the WHO and others in these pandemics and mass vaccinations; Whereas, there is evidence that the corporate-controlled mainstream media whose supposed mission is to report on these events are owned by the same international bank-based corporate criminal syndicate that has facilitated the exorbitant corporate welfare mandated and administered by the US government since September 2008 against the will, and at the extreme expense of, the American people during a massive collapse of the global financial system that members of this international bank-based international corporate criminal syndicate themselves have planned and implemented; Further, in July 2009, US Department of Health and Human Services Secretary Kathleen Sibelius signed an Emergency Use Order, giving to Baxter International and all other US government influenza vaccine contractors legal immunity from prosecution or lawsuit for any possible injury done by their vaccines to the American people during a declared public health emergency; Whereas, the people of Washington State will suffer substantial and irreparable harm and injury if they are forced to take this unproven vaccine without their consent, in accordance with the federal Model State Emergency Health Powers Act, National Emergency Act, National Security Presidential Directive/NSPD 51, Homeland Security Presidential Directive/HSPD-20, and the International Partnership on Avian and Pandemic Influenza; Therefore, in view of the fact that: 1) There were two recent narrowly averted international medical catastrophes -- which facts and evidence point to being intentionally engineered by Baxter International -- that almost triggered a pandemic, and these H1N1 vaccines, classified as bioweapons by regulators, are being fraudulently misrepresented as prophylactic measures for a mild flu; 2) That Baxter International and other vaccine contractors have been given immunity from legal recourse by US citizens for any substantial injury caused by federally mandated enforced vaccinations; 3) That NIAID/CDC-sponsored trials of the H1N1 influenza vaccine scheduled to begin on pregnant women and small children in Seattle in August/September 2009 do not include adjuvants, will give a misleading impression of the impact of the planned vaccines on the health of those receiving them, and so do not fulfill the criteria laid down for adequate clinical trials; 4) And that the UN/WHO has declared, without adequate scientific evidence, a Level 6 Pandemic giving them, by various international agreements signed by the US government and various US executive orders, control over the US and its populace that subsumes the US Constitution, the US Bill of Rights and all federal, state and local laws, a grand jury investigation within US jurisdiction is urgently needed, which I as a deeply concerned citizen urge you as duly appointed judge of this court to impanel. Some of the suspects whom I feel should be investigated by such a grand jury – and thereby hopefully halt this possibly planned RICO crime of planned genocide -- include: Baxter USA Executives: Joseph Martin 221 N Walnut St , Bensenville , IL 60106 ; Bruce McGillivray 151 Ridge Ln. Lake Forest , IL 60045 Norbert Riedel 1520 N Sheridan Rd , Lake Forest , IL 60045 ; Dr. Jeffery Taubenberger, presently employed as a vaccine development expert at the NIH, who exhumed frozen bodies with the admitted purpose of reconstructing the deadly 1918 flu, caused by tainted vaccines injected into US military servicemen that killed 50-100 million people; US Health and Human Services Secretary Katherine Sibelius, who in July 2009, signed an order indemnifying Baxter International and other purveyors of the H1N1 vaccines from compensatory lawsuits or prosecution by US citizens, and who is implementing a mass vaccination campaign in spite of the evidence other measures such as surgical masks and colloidal silver would be more effective and less expensive if a pandemic really did break out; Drs. Margaret Chan, Margaret Hamburg and David Nabarro, presiding officers of the World Health Organization who, immediately following Dr. Jeffery Taubenberger's six-year program of reconstructing the deadly 1918 virus, announced to the world via the UN that a new pandemic is about to occur that would kill "...5 to 150 million". They have also discussed exactly how such a deadly pandemic would occur at a videotaped conference at the Aspen Institute-US on October 13, 2007; Alois Stoeger, Austrian health minister, who failed to pursue an investigation of Baxter's activities in his country with due diligence; Goldman Sachs, the Bank of Austria, the Rothschild family-owned, Bernard Madoff-Banco de Medici and all other financial institutions which have institutional ownership or regular financial dealings with Baxter International and other transnational vaccine manufacturers, as well as all private foundations funding the WHO; Past and present officials of the US Department of Health and Human Services, the US Food and Drug Administration and the National Institutes of Health/US Centers for Disease Control enabling the above-cited possible criminal/treasonous activities violating RICO, USC, the US Constitution and Bill of Rights, the Nuremberg Principles and the Universal Declaration of Human Rights; Those presidents of the United States past and present signing executive orders giving over control of the United States to the United Nations and its associated agencies in the case of a WHO-declared Level 6 pandemic; As well as those members of Congress past and present who failed to investigate and halt these probable criminal and treasonous activities. REQUEST FOR RELIEF Wherefore, I, Rebecca Em Campbell, request that the Court grant at the least a Temporary Restraining Order in these matters, thereby revoking, by authority of the Washington State Declaration of Rights, any powers spuriously presumed by the federal government, now or in the future, through executive orders or international agreements issued/signed by any officials, past or present, of the federal government; that any officials of the federal government be thereby forbidden, now or in the future, to unilaterally impose any suspiciously derived/designed mandatory vaccination, any corporate legal immunity to the purveyors of vaccines for said vaccinations, or any mandatory quarantine/ detention upon the people of this state. I further petition this Court for a grand jury investigation based on the abovementioned Claim of Possible Damages to be immediately ordered by the authority vested in this Court to prevent any possible injury to the people of Washington State by means of any aforementioned possible federally mandated enforced vaccinations.
